With
the soft loans from the World Bank, the SASSP have been implemented from 2014 -
2019 to unify existing databases into a national database on the poor, near
poor and the social assistance objects to lay the foundation for the
consolidate of programs and increase the effectiveness of public expenditure in
the field of social assistance.
Speaking
at the ceremony, Minister Pham Thi Hai Chuyen highly appreciated the good
cooperation between MOLISA, the Ministry of Information and Communications and
VNPost for recent time, and the collaboration in building the assistance
programs consolidate of social assistance of both parties. The Minister
stressed that this was a new step in the reform of administrative procedures.
Payment
mechanism of "Social assistance consolidate package for households"
are connected to the Management Information System (MIS) issued by Central
Project via VNPost to reduce the expenditure of
time and cost for beneficiaries; paying for accurated objects; fully
payment; pay on time; while ensuring transparency, modernity, professionalism
in the management and payment of social assistance policies.
With
the standing shoulder to shoulder in
building and developing the secure, modern, professional social allowance
payment system, MOLISA combine with VNPost will perform payments to
beneficiaries in four provinces of the project: Ha Giang, Quang Nam, Lam Dong
and Tra Vinh within 3 years from July
01st, 2015 to June 30th, 2018, including
both the payment at home for special beneficiaries who can not go to the
payment place such as: lonely elderly people, people with severe disabilities
... And, VNPost will have public information about the payment plans and
procedures for receiving and list of payments places in Vietnamese and ethnic
minority languages in areas where ethnic
minorities live.
