In the opening speech, Deputy Minister Dao Hong Lan
said, ASEAN community will be established on the date of December 31st, 2015.
ASEAN has developed the overall plan of the three communities, including
Community ASEAN Politics - Security (APS), the ASEAN Economic Community (AEC)
and ASEAN Social Culture Community (ASCC). Workshop participants said ASEAN is
working to set up a common Community on December 31 this year. Under the ASEAN
Community’s Post-2015 Vision, the bloc’s member nations will be outward
looking, living in peace, stability and prosperity, and bonded together in
partnership in dynamic development.
"In the process of developing and finalizing
the Project, the Ministry of Labour - Invalids and Social Affairs has closely
collaboration with consultants, ministries and departments. Simultaneously,
through the workshop, the Ministry of Labour - Invalids and Social Affairs
continued to receive comments from representatives of agencies, organizations
and socio-political participation for the Draft Scheme for completing the
Scheme and submit to the Prime Minister for approval”- the Deputy Minister
said.
Scheme on
reviewing legislation, policies, programs, strategies, standards and
organizational structure of implementation on the basis of the objectives and
measures of ASCC; researching and selecting the strategic measures to implement
the objectives consistent with the priority of Vietnam; building and improving
the legal system and policies to implement the objectives.
Moreover, the draft also intends to ramp up communication
activities to improve public awareness of the ASCC, and devise mechanisms to
mobilise resources for the ASCC building..
The central goal of the Overall Plan of ASCC in the
period of 2015 - 2025 is to build an ASEAN Community with cohesion, bringing
benefits to the people, sustainable, resilient and dynamic. This context
requires the ASEAN member countries to actively promote the initiative,
actively integrate with the aim at strengthening the regional efforts and
integration of national priorities in ASEAN integration, while building
national policies consistent with the development of the ASEAN community.
According to Mrs. Le Kim Dung – Director General of
the Department of International Cooperation (MOLISA), the scheme including the
contents of the field of culture - society has been identified in the ASEAN
Community’s Post-2015 Vision and in the framework of official mandate of the
ministries of ASEAN Social – Cultural Community in Vietnam as prescribed at
Decision No. 142/QD-TTg dated January 31st, 2009 of the Prime Minister on
promulgating the regulations of working and coordinating among the agencies
participating in ASEAN cooperation of Vietnam.
